Atribui a task a uma pessoa externa

Accepted authentication
sessionCookie— Sessão plena Axuz (cookie de sessão da casa). Sessão restrita é 403 enrollment_required.bearerSession— JWT de acesso da sessão em `Authorization: Bearer`.
Maximo de 25 externos ativos por task (422 too many external assignees). Emite o evento task.external_assignee.added.
