POST /teams/{teamId}/payables/vendors
Responde POST /payables/vendors.

Accepted authentication
sessionCookie— Sessão plena Axuz (cookie de sessão da casa). Sessão restrita é 403 enrollment_required.bearerSession— JWT de acesso da sessão em `Authorization: Bearer`.
Responde POST /payables/vendors. Persiste vendor novo com validação mod-11 de CNPJ/CPF (defense-in-depth com o frontend).
Motivo: cadastro canônico de fornecedor multi-tenant.
Entradas: teamId path, actor JWT, body vendorIn.
Retorno: 201 Vendor — 400 name vazio ou uuid inválido — 422 validation.invalid_tax_id — 500 DB. Efeito: 1 INSERT em vendors; audit event vendor.created.
