SSE stream com snapshots + updates.

Accepted authentication
No authentication (public route, or protected by link/signature).
Server-Sent Events. Envia snapshot inicial + updates subsequentes. Reconnect pode passar Last-Event-ID: <version> (aceito, mas implementação atual sempre devolve snapshot full).
