DELETE /me/notes/templates/{id}
Apaga em definitivo um template user-owned (hard delete — sem soft-delete pra templates).

Accepted authentication
sessionCookie— Sessão plena Axuz (cookie de sessão da casa). Sessão restrita é 403 enrollment_required.bearerSession— JWT de acesso da sessão em `Authorization: Bearer`.personalToken— Token pessoal (`axp_...`) criado em `POST /me/api-tokens`; escopo do próprio usuário.
Apaga em definitivo um template user-owned (hard delete — sem soft-delete pra templates). Builtins são bloqueadas.
Entradas: template id (URL) + userID (JWT).
Retorno: 204 sucesso; 400 id inválido; 401 sem auth; 404 quando builtin/inexistente/de outro user; 500 erro DB.
