POST /me/notes/{noteID}/comments
Cria comentário sob uma nota pessoal do caller.

Accepted authentication
sessionCookie— Sessão plena Axuz (cookie de sessão da casa). Sessão restrita é 403 enrollment_required.bearerSession— JWT de acesso da sessão em `Authorization: Bearer`.personalToken— Token pessoal (`axp_...`) criado em `POST /me/api-tokens`; escopo do próprio usuário.
Cria comentário sob uma nota pessoal do caller.
Motivo: escrita canônica; validação de tamanho antes do INSERT.
Entradas: userID do JWT; {noteID} pela URL; body {body} (≤ commentBodyMax = 8000 chars).
Retorno: 201 com PersonalComment; 400 noteID/body inválidos; 401 sem auth; 404 nota inexistente/de outro user; 500 falha de DB.
