Responde PATCH /v1/oauth/apps/{id} — PATCH parcial usando ponteiros pra distinguir "não enviado" de "zero explícito".

Responde PATCH /v1/oauth/apps/{id} — PATCH parcial usando ponteiros pra distinguir "não enviado" de "zero explícito". Valida scopes novos contra o catálogo. Efeito: UPDATE oauth_apps WHERE owner_user_id (Neon). Fluxo: PATCH /v1/oauth/apps/:id.
